Downey further expressed concern that the overall work environment had become increasingly tense, with declining staff morale. He noted that the uncertainty surrounding roles, responsibilities, and decision-making authority was affecting workplace efficiency and contributing to stress among employees.
The letter also raised concerns about the absence of consistent, written guidance from the Commissioners, which, in Downey’s view, contributed to ongoing confusion.
Downey ultimately chose to leave his position with Planning and Zoning, citing the challenging and uncertain work environment described above.
